in mahjong typically the tiles are drawn in one direction (think taking cards from the top of a deck) Normally in mahjong you make sets of three, but if you have four of a kind you can make a set of four (this is a kong)
because in a kong you used an extra tile in your set, you need to replenish it or you will be one tile short. to do this you take a tile from the opposite direction (think taking cards from the bottom of a deck). If this tile results in a winning hand (making mahjong = to win), then you get extra points for drawing it yourself (tsumo = you took the tile your self) as well as extra points for it being drawn as result of a kong.
in short, it means +++points.

Kong = kang/gang yes. Tsumo = zhi mo

This anime is definitely not for those that don’t know how to play the game.. I am still watching it.. since I love to play maj jong.. not with the point systems tho.. Ｏ(≧∇≦)Ｏ
